Public procurement statistics

Public contracts play an important role in the national economy. Usually based on tender processes, the Federation, the Länder and municipalities grant public contracts worth several billions of euros every year. Important information on this economic factor is available from the public procurement statistics established as part of the reform of procurement law.
In accordance with the Public Procurement Statistics Ordinance (VergStatVO), all contracting authorities are obliged to transmit specific data on procurement processes to the Federal Statistical Office, which has been commissioned by the Federal Ministry for Economic Affairs and Climate Action (BMWK). Since October 2020, the basic data on public contracts have been collected for public procurement statistics in the whole of Germany. There was previously no valid data basis available to the Federation, Länder and municipalities. These data reveal the economic importance of the awarding of public contracts and concessions and facilitate compliance with monitoring duties towards the EU Commission.
Public procurement statistics provide a comprehensive picture of the public contracts awarded. In the statistics, public sector procurement is subdivided in the areas of public supply, service and works contracts, and the statistics show the areas where, for example, sustainability criteria play a role in the procurement procedures. In addition, public procurement statistics illustrate the role played by small and medium-sized enterprises (SMEs) in the awarding of public contracts and in public tenders.
