Publication The new public procurement statistics: concept, methodology and first results

Public procurement statistics are a new set of statistics that has been compiled since October 2020 and for the first time describes comprehensively public procurement, that is, the public contracts and concessions of all government levels in Germany. This article provides an overview of the legal basis for procurement statistics and follows the GMAS phases (the official statistics business process model in Germany) to describe the concept of procurement statistics. In addition to outlining the legal and methodological challenges of these statistics, the article focuses in particular on the first empirical results of public procurement statistics. It turned out that, although a large proportion of contracts are awarded at the municipal level, the majority of the procurement volume is recorded at the Land level
