WIESBADEN – During the Covid-19 pandemic, markedly fewer pupils repeated a grade in school year 2020/21, one of the reasons being modified rules regarding promotion to the next grade. This affected a total 93,100 pupils at schools of general education, who either repeated the grade voluntarily or who had not been promoted to the next grade in the previous school year. The Federal Statistical Office (Destatis) also reports that this is a decrease of 50,500 pupils compared with school year 2019/2020. The rate of repeaters thus fell from 2.3% in school year 2019/20 to 1.4% at the federal level. Many Länder introduced special rules regarding promotion to the next grade because of cancelled lessons, alternating home and in-class education and distance learning. In many cases, promotion to the next grade was no longer linked to pupil achievement.
